Preamble
WE, the members of the First City Council of Polinét,
WHEREAS the Polin River, a vital natural resource and a source of livelihood for the people of Polinét, has been found to be contaminated with various pollutants and waste materials, posing serious environmental and health hazards to the people and the ecosystem;
WHEREAS the dirtiness of the Polin River has raised significant concerns for the tourism industry in Polinét, affecting the region's economic growth and development, as well as posing risks to the health and safety of tourists and residents alike;
WHEREAS the salt industry in Polinét, which relies on the clean and healthy waters of the Polin River for its operations, is also under threat due to the pollution and contamination of the river;
WHEREAS the current recycling policies and practices in Polinét have proven to be insufficient in preventing the pollution of the Polin River and protecting the environment, and a more comprehensive and effective approach is needed to address these issues;
UPON THE APPROVAL OF PRIME MINISTER AND MAYOR OF POLINÉT ITZCOUNTRYBALLS, HEREBY DECLARES ORDINANCE NO. 0001, S. 2023 TO BE VALID.
Chapter 1: General Provisions
Article 1: Title
- This ordinance shall be known as the "Polinét Revised Waste Ordinance of 2023."
Article 2: Terminology
- When used in this Ordinance, the term—
- "waste product" refers to discarded matter or refuse.
Article 3: Littering Prevention Measures
- All citizens and entities in Polinét are forbidden to discard their waste products, in the Polin River or branch of the Polin River.
- All citizens or entities caught littering in the Polin River will be charged a minimum of 100 Soles per kilogram of waste;
- the fee will be collected by the Department of the Environment to fund cleanup measures to be used for river cleanup operations and environmental education programs.
Article 4: Funding Recyling and River Cleanup Measures
- To ensure the effective implementation of this law and to protect the environment and public health, funding of these measures are established-
- a recycling incentive scheme shall be introduced to encourage citizens and businesses to reduce, reuse and recycle their waste. The scheme shall provide a refundable deposit of 40 Soles per plastic bottle, can, bags, and other products, or can returned to designated collection points. The scheme shall be funded by a levy on producers and importers of plastic bottles and cans.
- a river restoration fund shall be created to support projects that restore the natural habitats and biodiversity of the river. The fund shall receive 10% of the revenue from tourism activities along the river, as well as donations from individuals and organizations. The fund shall be managed by a board composed of representatives from the government, civil society and local communities.
