Preamble
WE, the members of the First City Council of Polinét,
RECOGNIZING that parking in areas that block access to buildings, streets, or sidewalks can pose a serious safety risk to pedestrians, cyclists, and drivers, and that obstructed access to public spaces can prevent emergency services from reaching their destinations in a timely manner, potentially endangering lives and property;
ACKNOWLEDGING that parking in prohibited areas can disrupt the flow of traffic and cause unnecessary congestion, leading to delays and inconvenience for commuters and residents;
REALIZING that it is essential to ensure the safety and accessibility of public spaces for the benefit of all citizens and visitors of Polinét;
UPON THE APPROVAL OF PRIME MINISTER AND MAYOR OF POLINÉT ITZCOUNTRYBALLS, HEREBY DECLARES ORDINANCE NO. 0002, S. 2023 TO BE VALID.
Chapter 1: General Provisions
Article 1: Title
- This ordinance shall be known as the "First Polinét Traffic Regulations Ordinance of 2023."
Article 2: Terminology
- When used in this Ordinance, the term—
- "parking" refers to the action of bringing a vehicle that one is driving to a halt and leaving it temporarily;
- "no parking zone" refers to an area where parking is prohibited by this ordinance.
Chapter 2: No Parking Zones
Article 3: Prohibition of Parking in Certain Areas
- It shall be unlawful for any person to park or leave standing any vehicle in the following areas:
- within 10 feet of a fire hydrant;
- within 15 feet of a crosswalk at an intersection;
- within 20 feet of a marked or unmarked crosswalk at an intersection;
- on a sidewalk or any portion thereof;
- within 20 feet of a pedestrian safety zone;
- within 30 feet of any stop sign or traffic control signal located at the side of a roadway;
- within 50 feet of the nearest rail of a railroad crossing.
Article 4: Exceptions
- The prohibitions in Article 3 does not apply to authorized emergency vehicles or vehicles engaged in necessary public utility service.
Chapter 3: Penalty
Article 5: Violation of Ordinance
- Any person found to be in violation of this ordinance shall be subject to a fine of 50 Soles.
- The fine shall be payable to the City of Polinét and shall be due and payable within 30 days of the date of the violation.
- If the violator does not pay the fine, they shall be convicted of a 10,000 Sole fine, and/or 30 days of community service.
Article 6: Enforcement
- The Polinét Police Department shall enforce this ordinance and issue citations for violations.
- The Mayor of Polinét may designate additional officials to enforce this ordinance.
